"Progressive Discipline of a Shop Steward"

I have read the Code of Good Practice re: Dismissal and require further assistance.
We have a Shop Steward who is due to receive disciplinary action due to arriving to work late. (1st warning = Verbal, 2nd = Written, 3rd = Final and 4th = Dismissal Enquiry)
This would be a progressive warning and not a dismissal (at this stage - unless repeat behavour should occur).

Is it necessary to request the to represent this employee at this level of disciplinary action? The code of good practice only refers to dismissal. If we have to wait for the Local Organiser to represent the employee this may never get addressed due to his busy calendar?
Your comments/advice would be appreciated.
