"Company and Employee Registration"

Good Day, I need assistance with a matter i have at hand. A client was working for a company which now seems to have never been registered, and the employer never registered the employees either. The employee has suffered long term injuries on the job (Amputated Leg) and cannot claim at the labour department or anywhere else because the company he said to have worked for is has moved business and doesn't operate on the same premises anymore.

What does one do in such a situation?
Your Assistance is appreciated.
